Sang-Jin (SJ), Of Counsel in our Fresno office, has extensive background representing and advising school and college districts, and some local agencies, in all aspects of employment, labor and education law.  This covers extensive litigation in such areas as employment discrimination, harassment, retaliation, due process and other constitutional issues, employee discipline and termination, the Brown Act public meeting law, and conflict of interest.

SJ is experienced in handling special education and student expulsion proceedings.  He has represented school and college districts, as well as local agencies, before the PERB, arbitrators, personnel commissions, the Unemployment Insurance Appeals Board, and the SEHO (Special Education Hearing Office), OSEP (Office of Special Education Programs), DFEH, EEOC and OCR.  SJ has represented County Boards of Education in interdistrict attendance appeals, student expulsion appeals , petition for transer of school district territory and petition for charter schools.

In addition to his consulting, litigation and administrative practice, SJ has represented clients in collective bargaining issuance of Certificate of Participation (COP).  SJ has also represented school districts and community colleges in business and facilities matters, including, but not limited to, CEQA, competitive bidding requirements under Public Contract Code, bid protests, and stop notices.  SJ was featured in California Lawyers magazine for his involvement of $80,000,000 construction of a high-technology high school in Silicon Valley.

Prior to joining LCW, SJ served as General Counsel for East Side Union High School District, the largest high school district in California.  In addition to his legal background, SJ has extensive management experience as a small business owner.

Lease Finance

  • COPs Antelope Valley CCD (2010) - Acted as District Counsel for a $10,000,000 Certificates of Participation in Los Angeles County Schools Pooled Financing Program 2010 Series C. The funds are being used for the construction and installation of photovoltaic solar panels upon shaded parking areas, parking lot upgrades, and hardware for information technology.
